The Queensland Government has commissioned an independent review of taxi, limousine and rideshare services in Queensland.
These services are known as ‘personalised transport services' and includes any service provided for a fare where the passenger determines the destination.
This review will ensure Queenslanders are provided with safe and efficient personalised transport services and with a sustainable industry to deliver the services.
An independent taskforce will undertake the review by:
- investigating the current taxi, limousine and rideshare market
- identifying what an efficient and effective market should look like
- ensuring the regulatory framework supports the needs and expectations of the community and industry
- outlining recommendations for government consideration.

Julie-Anne Schafer is Deputy Chair of the taskforce. The third taskforce member is Marek Kowalkiewicz.
A secretariat will support the taskforce and a reference committee comprising senior officers from Queensland Government agencies, will be formed to provide technical advice to the taskforce on key matters.
The Queensland Government’s Terms of Reference have been released to the taskforce.
Using these Terms of Reference, the taskforce will undertake its review. The taskforce will first work with key stakeholders and develop a set of guiding principles for the review, which were released on 18 December 2015.
The final guiding principles will be released in early 2016.
A discussion paper about innovation and what it means for the industry and the community will also be released in early 2016.
The taskforce will then prepare an options analysis paper which will be publically released in the first half of 2016. State-wide consultation will be undertaken in the weeks following this.
Using feedback gathered during public consultation, the taskforce will then prepare a final report and recommendations which is expected to be presented to the Queensland Government in August 2016.
From here, the Queensland Government will consider and respond to the taskforce’s report and recommendations.

Public consultation during the review process will be managed by the independent taskforce.
More public consultation opportunities, including surveys, quick polls, and face to face sessions, will be available in the first half of 2016.
