Targeted Road Safety Program

Through the Targeted Road Safety Program (TRSP) the Queensland Government is committed to innovative and cost-effective road safety initiatives to improve the safety of our transport network. Safety interventions are aligned with the Queensland Road Safety Strategy 2022–31 and every 3 years, road safety action plans are developed articulating efforts towards reducing the incidence of road trauma. The current Queensland Road Safety Action Plan 2022–24 includes 20 actions to drive road safety outcomes for Queensland.

The TRSP is primarily funded from the Camera Detected Offence Program (CDOP) and significantly improves safety on the state's road network. During 2022–23, $439 million in TRSP funding was invested in safety projects to reduce the impact of road trauma for all road users through high-benefit road safety infrastructure interventions.

Programs and initiatives under the TRSP include:

Safer Roads Sooner

Safer Roads Sooner (SRS) is a state funded minor capital works program that aims to improve the safety of the state-controlled road network through the implementation of high-benefit cost-effective engineering countermeasures and safety treatments that target known and potential high severity (fatalities and serious injuries) crash sites at specific locations. SRS funding is prioritised to the highest safety benefit work identified through an annual development round process.

Black Spot Program

The Black Spot Program is a federally funded minor capital works program that aims to improve the safety of the national, state and local road networks through the implementation of high-benefit cost-effective engineering countermeasures and safety treatments that target known and potential high severity (fatalities and serious injuries) crash sites at specific locations.

Black Spot funding is prioritised to the highest safety benefit work identified through an annual development process. Nominations for Black Spot locations are invited from state governments, local councils, community groups and associations, road user groups, industry and individuals.

Asset Management

The Asset Management Program provides state funding to support the maintenance and repair of certain key treatments installed to enhance safety on the road network.

School Transport Infrastructure Program

The School Transport Infrastructure Program provides funding to improve the safety and operation of schools through new or improved infrastructure at the school and/or on the surrounding road network.

Emerging Crash Location Remediation

Emerging Crash Location Remediation initiative provides state funding to sites on the state-controlled network, identified through emerging crash site history reports, that show an increase in the crash rate over a short period of time, which may result in more serious injuries and fatalities if left untreated. Funding is provided as required throughout the year to identified sites.

Enforcement Infrastructure

Enforcement Infrastructure is a state funded program supporting infrastructure projects related to road safety enforcement activities such as the maintenance and installation of the infrastructure that supports speed and red–light cameras.

Fatal Crash Location Remediation

Fatal Crash Remediation provides state funding to sites on the state-controlled network where a fatal crash has occurred and a crash investigation report by TMR has recommended immediate low-cost remedial treatments. Funding is provided as required throughout the year to identified sites.

Flashing School Zones Signs

Through the Flashing School Zone Signs Program implements the Queensland Government's commitment to deliver flashing school zone signs in existing school zones on the national, state and local road networks. School zones are prioritised for signage based on a detailed risk analysis with priority given to zones with a crash history, a high level of vehicle and pedestrian traffic, higher speed limits or visibility problems.  Nominations by schools and communities based on local knowledge of particular problem areas are also considered. These are to be nominated through their local Members of Parliament.

High Risk Roads

High Risk Roads is a state funded initiative to address key safety concerns on the state-controlled network identified for the whole of a road segment or route, instead of at individual discrete locations as is the focus of the Safer Roads Sooner and Black Spot programs.

Innovation Trials and Capability

Innovation Trials and Capability provides state funding to activities to trials and other innovative work and processes to support and improve the overall Targeted Road Safety Program. Included in this sub-program is the government's commitment to ensure Queensland is ready to respond to the national investment in transformative transport technology with specific funding allocated to the Cooperative and Automated Vehicle Initiative (CAVI).

Mass Actions Initiatives

Mass Actions is a state funded program to implement specific treatments (or a suite of treatments) to target a specific safety issue (such as wide centreline treatments and removal of roadside hazards) to improve the safety of the overall state-controlled network.

Road Safety Minor Works

Road Safety Minor Works provides a state funded program to provide minor infrastructure improvements to improve safety.

Targeted Safety Interventions

Targeted Safety Interventions funds two main work programs:

  • a state funded program to treat significant safety issues identified on the state-controlled network that would not otherwise be addressed through other sub-programs of the Targeted Road Safety Program. Sites have funding prioritised through a number of development initiatives, as well as on a case-by-case basis where appropriate
  • an Australian Government and Queensland Government jointly funded Road Safety Program to support the roll out of lifesaving road safety treatments on remote, regional, and urban roads along with dedicated funding for footpaths and cycleways to address specific safety issues for vulnerable road users. Projects are identified and funded in partnership between the Australian and Queensland governments

Township Entry Treatments

Township Entry Treatments is an initiative that prioritises state funding on the state-controlled network on signage and other treatments highlighting the transition to motorists, from high speed highways to low speed townships.

Vulnerable Users

The Vulnerable Users program is state funded and designed to treat state-controlled network locations with safety issues specifically related to cyclists, pedestrians and motorcyclists.
