Action 4.1, Action Plan for Walking 2019–2021
Status: Ongoing

The Queensland Action Plan for Walking 2019–2021 included an action for the Department of Transport and Main Roads (TMR) to prepare a Walking Infrastructure Policy to complement the existing Cycling Infrastructure Policy (CIP).

TMR has decided to prepare an Active Transport Infrastructure Policy (AcTIP) that will improve conditions for both walking and bike riding. Once finalised, the AcTIP will supersede the CIP. Development of the policy is well advanced, but further consultation and engagement with stakeholders is required prior to finalisation. 

This action is ongoing, and completion of the AcTIP will be included in the new Queensland Action Plan for Walking 2022–2024.

Achievements

TMR has an opportunity to improve conditions for walking through delivery of infrastructure projects such as new/upgraded public transport stations and roads. The Queensland Action Plan for Walking 2019–2021 included an action for TMR to prepare a Walking Infrastructure Policy to help achieve this. 

Following initial development of this policy, TMR has decided to prepare a policy that incorporates both walking and cycling, rather than a standalone policy that addressed walking only. The AcTIP will incorporate elements of the existing CIP, and TMR is exploring a complementary approach for walking supported by new walking network planning guidance.

Engagement within TMR to develop the AcTIP is well progressed. External stakeholder engagement will follow, ensuring that a wide variety of perspectives are included, such as people with disability and public transport users as well as our local government partners. The CIP will remain in place until the AcTIP is finalised.

Next steps

Finalisation and adoption of an AcTIP will be included in the next Action Plan for Walking 2022–2024. TMR's separate project under the Transport System Planning Program (TSPP) to prepare walking network plans in locations throughout Queensland will support future implementation of the AcTIP.
